The sticky commit tray for a form or configuration surface — status message left, actions right.
Pins to the bottom of a scroll container by default (sticky, on here) so Cancel/Save stay reachable
without scrolling back up — the preview below turns sticky off just so it doesn't pin to this page's own
scroll container.

- Do only render this bar while there's something to commit — mount it once a form or grid actually becomes dirty, not permanently at the bottom of every surface.
- Don't put more than the commit actions in
children(Cancel / Undo / Save) — anything else belongs in the page's own toolbar, not the save tray.
